What actions should be taken by the Starter when a swimmer does not take up their starting position when requested?

Firstly the Starter should give the instruction “Stand Down”.
The starter should note the lane number in the program.
Where the Starter considers that the swimmer is deliberately the delaying the start, the swimmer should be reported to the Referee (SW2.3.2). The Referee may then opt for a disqualification for disobeying, misconduct or delaying the start (SW 2.2.12).

Thank you. Speaking of the Stand Down instruction, can you tell me what other times I should use this?

Instances include when:
• Instructed by the Referee,
• Swimmers are not stationary for an unacceptable period,
• There may be a loud noise,
• There may be a flash from lights or cameras,
• A swimmer loses their grip on the platform,
• A swimmer is slow to getting set,
• A swimmer is slow in adjusting feet position in backstroke starts,
• The timing system malfunctions,
• A Swimmer’s goggles break or swimwear malfunction,
• Some other disturbance occurs, or
• A swimmer begins to fall into the water and there is little or no chance of the swimmer recovering the start position.
“Stand Down” commands can avoid unwanted things from happening at the start.

Note that for Para swimming, the equivalent command is “Relax”.
