Is there a difference between “must break the surface of the water throughout the race” and “must remain at the surface of the water throughout the race”?

It is generally accepted that the terms have the same meaning, i.e. some part of the swimmer shall break the surface of the water throughout the race other than being permitted to be submerged for a distance of not more than 15m after the start and the turn.
